Yes it can be cut, mine has one corner that looks like they cut it to size, probably with a diamond embedded rotary saw blade of some sort. These are available in different sizes, you could probably purchase one that was close to the size of your printer's bed dimensions.

Small binder clips work well to hold it down, and it should work for yours even though you'll lose 5mm which you'll lose anyway holding this glass down

Q: For people with an Anet a8 like me, does this glass bed leave room for the screws?

I don't have an Anet a8, I have a Prusa i3 (P3 Steel) with the common bed layout/size, 220mm MK3 Heatbed. This piece of glass was the exact size of my aluminum bed so I cut a little from the glass so it would sit between the screw heads, then used my bench top belt sander to ease the cut edge and corners. I found it easy to cut this glass, but I have cut glass before.
